Broke again

Likely the weights are flying too far outward due to something amiss in the thrust bearing area. Are ALL pieces in place there? Also, if the fork is OK and the length of the rod to the carb is set properly, IIRC, that should prevent the weights from moving too far outward when the governor moves the carb butterfly to the fully-closed position.
 
Broken governor gear twice? Ugh!

I put new governor weights in a burned-up JD 630 that I was repairing, and I somehow got them installed wrong. When I was ready to try to see if the engine would run, they caught on something and stopped the engine from turning over. It boogered the wights up enough that I bought a new set for it. The second time I got it right, and it fired right up. Those weights are still in there - that was 46 years ago.
 
I had the same problem you described, fortunately, I discovered it while I was turning it over during rebuild. Arm on governor weight was on wrong side of bearing or the washer next to bearing, Can't remember which
