well the CA4 on the Ford tag is a 3910,but it may not be, the rest also shows it's a diesel, which it isn't, you need to check the numbers stamped by the starter and see what they are

The numbers on the Ford tag indicate it is a 1989 3910 as JoeM says, with a diesel engine with horizontal exhaust, 540 rpm independent PTO and an 8 speed transmission. The hood and grill are the style from that series. The front axle and steering as well as the rear axle appear correct for a 3910 as well.

Check all of the major components (engine, transmission, hydraulic top cover, and rear axle) for their data codes and see which, if any, of them agree with what's on the Ford tag. If at least a few components agree with the tag then my guess would be that it is a 3910 that originally had a diesel engine and the engine was replaced at some point with a gasser.

The picture on that service tag looks like it had some sort of street sweeper/vac mounted on it originally.
