THATS an Isetta. Notice the differences in the bumpers, the headlight placement and the design of the side windows between this and the OP's picture.

My wife and I were driving on a long straight road in NW Indiana one time and a small car ahead of us drove
right under a spray rig ahead of us and kept right on going! Mark.
 
Neighbors son in law had one At a family picnic it got set
between two maple trees. At a picnic at grandpas uncle
Dicks VW bug got the same treatment
 
In Germany and elsewhere, they had an exception for driver's license exams if the car was less than 600 cc.
This appealed a lot to elderly people who just wanted to putz around town getting groceries and stopping at the bar.
It was also accepted because of the severe austerity after the war. Typical were the Citroen 2CV, the Borgward Lloyd
Alexander; the British Morris Mini, FIAT 500, and others.. In East Germany, a clone of the Lloyd was called the
Trabant. The Renault LeCar was too big, but smaller engines might have been optional overseas.

Today, many of us use RTV's or golfcarts. Mine has a 900 cc diesel.

Here in central Iowa, some of the Shriner groups use the Isettas as their parade cars. They will bring several, like 8-10, to community parades and show them off. Other Shriners may ride Harleys or drive old Cadillacs or even older tractors.
