Carb difficulty on Kholer 14 Hp

Kholer 14 HP Model K321A >> just replaced the fuel pump [ crank case pressure powered pump] {nor original mechanical pump} WITH an ELECTRIC low pressure type .
Engine ruevs up/sputters/ starts to stall spits out fuel then reves up. AND REPEATS. ( original carb with no new parts or kit)
I am at a loss what or where to figure where to look.

Surging is almost always a clogged jet. High speed likely, so engine starts and accelerates but when more fuel is needed it can't continue.. Slows, backfires and it all starts over.
 
I would try adjusting the carburetor richer. Try 1/4 turn on the high speed needle and try backing out the low speed needle. There is also the possibility that you introduced trash into the carburetor when you changed pumps.
 
Some second thoughts: What problem were you trying to fix when you changed the fuel pump?
Has it ever run right since you installed the new pump?
Does it run right if you just gravity feed the carburetor? (you know. pinch off the existing fuel line, cut power to the pump and gravity flow from a test tank.)
What machine is it on?
Did you change any fuel lines or filter or anything else when you changed pumps?

Ingersoll Rand /Case 224 The fuel pump that I had on was run by the pressure of the sump created by the downward pressure cause by the piston movement. It worked to a point the first 2 years[ the engine was always fluttering slightly but rev up and down but not enough to cause consern] BUT this year it was filling with oil so the engine would run 2 or 4 rev then stall out and repeat.

It sounds to me like your carburetor is stopped up and running lean. And it has been doing this for some time. You need to clean your carburetor. You need to replace your fuel filter and all the lines from the carburetor back to the tank. I am not familiar with the Case/Ingersoll tractors, but I presume the tank is under the seat. If there is a screen in the tank outlet, you need to make sure it is clean too.
If you never have done it, I think you probably need to check your valve adjustment too.
 
I agree that it might need high speed jet and/or needle and seat cleaned but I'd make sure fuel flow from tank to carb is good before tearing into carb. Since fuel pump is electric it's simple to disconnect line at carb and stick in a container to see if gas flows well when key is on. If that checks out ok,connect hose to carb,run pump long enough to fill carb bowl (you can often tell by pump sound when bowl is full. Disconnect and plug line then start engine. If engine dies after 3 or less up and down revs the float is likely stuck or out of adjustment. If it takes several revs before dying the hole in side of sump tube,jet or passage is clogged. Use LOW air pressure and rubber tipped nozzle to see if gas or carb cleaner flows from sump tube to carb throat or if passage is clogged. CAREFUL use of torch tip cleaners and carb cleaner is best way I've found to clear jets and passages. Be carful to not enlarge or out of round jet.

Well the kholer is up and running mowed the neighbours lawn yesterday. It runs 100% better than it did last time with the new carb and pump. Had to use the shutoff valve sent with the carb to regulate the flow from the pump since it was over powering the float causing rough running, even though the pump psi supposed to be only 2 to 4 psi. Will put a pressure test on it shortly to see. With the valve shut partly off runs reasonably smoothly under load with plenty of power. I run the engine at full throttle or shut off /no half throttle/ following my fathers directions [he worked for an IHC dealer where I grew up and did repair on air cooled equipment that was run at part throttle / too many burnt out engines (some farmers wouldn't listen)]. The continental as the worst engine for this trouble.
