Carb problems with the Tea 20

The other day,the tea 23 was acting up.It always ,since i got it a couple months ago,would surge like wanting more fuel. I adjusted to the specs online,but now wont start.Well,it will start for about three secs or so,and die.

I checked the line from tank,gas is flowing .I checked the carb and losened the screw on bottom of bowl,, and gas game out,but just a trickle.I used a twist tie,and poked it into that hole,and gas ran a bit more steady.But,tractor still wont pick it up.

Would the needle be clogged? or a main jet?
I plan on taking it off in a couple days,,but would kinda like to see what im getting into. I have never take one of these carbs off. Its a Zenith.

BTW,there is a flat headed screw,on the backside of the carb,towards the steering wheel on that carb.Whats that for? (Not the screw with a slot on top.)..im talking about the other side of carb,,a flattened topped screw to turn by hand.
 
That is the mixture screw , turn it all the way in gently then back it out one and a half turns , if it still isn't running well open it up a little more .
The symptoms suggest fuel contamination, either tank , tap , screen or bowl . Clean them all first before tackling the carburettor.
 
This is the wing nut kinda...that i was talking about. This a mixture screw also? The other screw on the right-with the slot head, i was adjusting one full turn out. The big brass one 1 1/2 turns out. But thus flattened one i only seen yesterday
