Carb problems

I am working on my neighbors 60 it will run out of
fuel if you let it set it will start and run awhile and do
the same thing. I have made sure the line has no
obstructions in it. If you take the bowl off the carb
and turn on the gas it is getting some fuel but the
clear filter never get hardly any fuel in it I rebuilt the
carb took all the balls out to clean it good is it
possible that it has plugged up and not letting fuel
in. If you take the fuel line off it runs a full stream

Are you talking about the sediment bowl or an in line filter?? If your talking about an in line filter remove it and throw it as far away from the tractor as you can and hook the lines to each other and that is likely top fix the problems. BTDT many many times and charge a case of beer to fix those stupid in line filter problems. Most of those in line filters are made for a system with a fuel pump that puts out 7 psi or more and a gravity system dos not have that much pressure
 
Yes it is a inline filter I have them on all my pulling tractors and the ones I use on the farm and have never had a problem be for as long as the float is down it runs a full stream threw the filter but the filter never fills up like it should.
 
Yep common if you happen to use a in line filter made for a fuel pump system and yep they cause odd problems. I take them off every thing and have for decades. A sediment bowl if set up correctly will filer as much or more then any other filter
