Carburetor throttle shaft packing

What is the best way to remove and replace the brass washer for the trottle shaft packing during carburetor rebuild. Thanks for any information.

Pry it out with a screw driver, through the hole of the brass washer.

There should be a cupped retainer on there, NOT a washer!!
