Case 1370 pto will not engage

It work one time when I bought but will not work now can not get pto shaft to turn any ideals what could be the issue

Check to make sure the control cable is not broke, looking on the RH side of tractor trans in front of the rear tire toward the top you should be able to see a small
spool going up and down with someone moving the PTO lever back and forth. If nothing is moving the cable is broke. Rod.

We have check pressure on all it is were it?s suppose to be I have a guy looking into it he says it looks like all new clutch pack but shaft is still not turning
