case 2090 pto does not shut off

I bought a case 2090, where the pto does NOT turn
off. It will run a combine. My mechanic says it is
the clutch pack seized together? Can it be something
simply like a linkage or valve?

You might try having someone crank the tractor over while you watch the PTO shaft for rotation. Being that the clutch pack is hydraulically engaged, that should tell you if the problem is there or if it’s just linkage or the valve (you won’t have oil pressure immediately to engage the pack if it is in fact just linkage/valve).
 
Check the cable first to make sure its not broken. I would think it would have to be binding to hold its self up if it was broken. If the clutches are welded up you sure want the pto engaged all the time if you are doing other work. It will burn the brake out and trash the bottom of the drum if you are not carefull. Thad
