Case 311 three point hitch

Trying to get an old case 311 resurected. The three point hitch arms won't go down. They seems to be stuck in the up position. I can't seem to find anything wrong with it. Any ideas on what I could try to get them to release. Thanks

Piston seals may have rusted to cylinder bore, if it sat a long time in the up position. Loosen the fitting on the pipe feeding the rockshaft housing, and apply some weight to the 3pt. arms. Perhaps another tractor with a loader to apply down pressure. If the armes drop easily when the fitting is loosened, I would check the arm and shaft under the fuel tank, to ensure the control lever is stroking the valve spool.

Do you have the tractor engine running? My 430 has to be running for the arms to go down.
