Case 430 Gasoline: Governor Issue

My Dad bought this old (late 1960s-early 1970s) tractor a couple years before he died; it’s running, etc., but something is wrong with the governor. It will not respond right to the hand throttle; I can get it to speed up but it will not run at a steady speed. When loaded some the speed drops significantly for about 15 seconds them it comes on strong and runs there for 15-20 seconds, then tapers down again.
He bought a new Diesel 430 new in late 1967 and it was always a good little tractor. We still have it but it’s not running now.

First clean the the governor control rod on side of block and make sure it works freely, then check the lever and arm pivot at the front of the engine,make sure it's clean and clear of debris. Next check your governor control spring, if it looks wore out, it probably is. You can add a light pull spring and see if it helps and to check your old spring. On the other side check the ball and sockets (a drop of oil doesn't hurt)

for easy movement and the carburetor throttle plate isn't binding.

To add to this, contact John Salie and get the right governor spring. The governor is sensitive to the tension on that spring, and too little or too much and the governor will start to hunt, and the tractor will keep surging.

I removed the governor control cover on a big 400 and found years worth of old hard caked on grease. So when your cleaning carefully check beneath the cover. Might be something contributing to your problem. gobble

Unfortunately the cover is not removable except to remove the complete timing cover. Chances are good the needle bearings in the timing cover are dry and rusty, take a good penetrating oil and saturate the area where the governor arm goes down into the front cover, you will soon tell if that is the issue. All the other advice given is excellent but I have seen the problem area there more than anything else.
