Case 430 pto slipping

I recently picked up a late case 430 with loader. Gas motor. Used the 3 point mower and it worked good. Hooked the tiller up and pto quits under load. Read online about the plug/detent ball above the pto and rotating the pto counterclockwise. I kept playing with this and nothing changed. I tightened it up until the point it was engaged all the time and it still slips. Hoping this is something i can fix with taking the back cover off.....
 
Are you sure the slip clutch on the tiller is holding???? If you have slipped the tractor's pto as you described, you may as well pull it apart and replace the clutch discs that you warped.

It is not just a cover. It is a 2 piece housing that contains all the pto gearing, plus the hub and clutch pack. Be sure to get a new brake lining also.

ok, it looks like a 470 rear...
1. So i can get to everything i need just opening the back of the tractor pto?
2. What all do you recommend i do?

I tried tightening the adjuster, should i open to back cover or do i have to split the tractor?
