Case 430 steering column leak

My 430 has fluid leaking out at the top of the steering column just under the wheel. I managed to get the wheel off without completely destroying it and after removing the dust cap I found remnants of the felt that was supposed to be there. I ordered new felt from the dealer, but here is my question.....is the felt supposed to be a seal that will stop the leak or is there something else further down the shaft leaking permitting fluid reaching the top of the column?
Any insight would be greatly appreciated!

If you have a steering handpump right under the wheel with pipes coming from a valve under the tank there is a leaking seal at the top of that pump, there used to be a seal kit complete available for the shaft leak, not hard to change.
