Case 480B spark engine weak?

We have had this 480 for a while, but it had always seemed a little weak, but we mostly have larger tractors. However, I am really thinking it isn't right. Raising/lowering the 3 point will almost kill the motor. It looks like it had a pedal on the right, but the linkage has never been connected to anything. Thoughts? Or is the spark engine anemic regardless.

If so, can a 188 conversion be done reasonably or better off just to see and a buy a diesel loader?
