Case 530 hdy steering

My case 530 will not steer. The oil in the pump is foamy. It will steer if the wheels off the ground. But not when on the ground. Any ideas on where to start looking? Thanks Howard
 
If it is a Bendix unit, I rebuild those with new parts.Sounds like the cylinder is bypassing the fluid.If you have a picture you might send it to make sure it is a a bendix unit.
