Case 541 I'm throttled

Hi guys

I could use some help with understanding this throttle operation and adjustment. My hand throttle froze up and I got it freed but it does not work. The foot control works. I can see the middle of the shaft that has the roll pin in it rotate when the hand throttle is operated. None of my manuals discusses the adjustment and operation other to say that one is hand and one is foot. Can somebody explain how this is supposed to work and any adjustments. Why does the shaft rotate but causes no action?

Also where is the adjustment for the idle speed? It seems to be idling a little high. I also noticed that the main jet adjust seems to have no effect on the operation. I do have it set at 1 1/2 turns out from seated.

I attached some pictures of the set up. Any help is much appreciated.

pc, I have seen the linkage on the hand throttle flip down over center under the tank. The lever on the shaft should be on top, if not it should easily be flipped up with the throttle up in idle position. I have seen several of those. Let me know what you find.
 
Here is what I found..

The shaft is orientated with the hand throttle in the center position.

The shaft I marked with an arrow will rotate when the hand throttle is worked but seems to have no effect on the carb.

Any thoughts?

PC,

check the roll pin in the big disc that has the tab the return spring fastened to, it is probably sheared and allowing the shaft to turn inside it.
