Case 700 clutch adjustment

I've noticed under heavy load that my case 700 series tractor's clutch slips. I have the service manual and it says you need a special tool to adjust the clutch. I'm wondering if the tool is necessary or if there is another way to adjust it? The tractor has a hand clutch as well if that changes anything.
 
There is a hand hole with 4 bolts to remove and get inside. There is a pin to pull out and tighten the collar one notch at a time. Till you get about 50-70 ft lbs of push on the clutch handle. If the clutch is locking in with no effort then yes it will slip. I adjusted my 900 with no special tools. Have a look inside and figure it out.
 
A large flat screwdriver with a small notch ground in the end works great. Will work to adjust the pto as well.
