Case cutter blades

I have a question regarding blades on my Case 602 cutter, but I would guess anyone who uses a brush hog regularly might help. I

It worked pretty good until I took the blades off to be sharpened. THe holes on each blade are wallered out a little. I replaced the 11/16 bolts with 3/4" as the old ones kept loosening. I have a manual. It says the blades should swing freely. What does that mean? If I let them loose enough to swing freely, I have about 1" of play up and down at the tip of the blade. In this mode it works ok but sometimes when the going gets tough there is a lot of banging going on and it looks like it hits the sheetmetal in the back corner. I tightened them up so there was some drag, but stil movement. That seems to work a little worse. No banging but I started shearing pins at the pto... AFter I was done, I looked at he blades. One had some drag and was straight out. THe other had less and was cocked at 90 degrees when the blades stopped.

ken bob, Type in J .I. Case 602 chopper, it with show you a parts break down.
Dad had a 602 on the 1950 VAC , we never had the blades hit the metal. Also it had the replacement blades on it.
