Case DC-4

I have a dc-4 case and the tractor misses and has no power. I took valve cover off and 3 out of the four exhaust valves are .012-.090 down past the retainer. The rocker arm hit the spring retainer all the time and puts pressure on spring. I can see a wear spot on rocker arm from retainer. What do you think happened? Are the valve keepers wore to much and are sunk in to far in spring retainer?

I wouldn't worry to much about what's wrong because the head has to come off and then be sent in to be rebuilt anyway. Sometimes it the the only cure.
