Hi, at 2000 Hrs, tractor is very low hours, hope you have a backup tractor. We just did a clutch job on my brother's CIH 3230(smaller D-206 engine than 4210 D-239) open station with loader and it took almost a week to get
the parts.
Good the outer shaft is turning, I assume it has the 12 pressure plate like photo in link below.
Require some more info on your 4210:
Was the hydraulic filter really dirty or any signs of metal flakes?
Does it have a cab?
Does it have a loader?
Does it have electric switch for Hi/LO power shift?
Does it have switch for FWR/REV (fast Rev) option? or only the standard 2 gear shifts with 1-4 and Rev/Lo/Hi?
Start with simple things first:
Now no Power Steering, 3pt or PTO?
Can you tell if any air is leaking around the hydraulic filter preventing the hydraulic pump to prime?
If the hydraulic pump has lost its prime, refer to photo, with a clean bucket under the hydraulic filter area,
loosen the hydraulic line (labelled P/S supply on the MCV valve under the filter) a few turns, enough to let it leak but not totally disconnected,
now start the engine and see if oil sprays out, be ready to shut engine off if oil sprays too much and be careful as this oil will be under 1500 PSI pressure.
If you don't get oil at this P/S line either the pump is still not priming or it is not turning.
