Case IH 485 Hydraulic problems

I am helping my neighbor with a 1988 Case IH 485 that he just purchased. When he got it the 3 point hitch was slow to go up. He said he would raise the lever, it would take 5-10 seconds for it to raise. The hydraulic fluid was milky so he changed the fluid and the filter on the side of the transmission. Now the steering will not work unless it is revved to 1800 rpm then it’s not good, very stiff. The pto will not spin unless revved. Lift is still the same. The tractor has listen clean with 2860 hrs on the meter. He used Case IH fluid and filter from the dealer and cleaned the screen in the filter canister. Fluid is at the full mark. Any advice would be greatly appreciated to get him going again.
 
Probably sucking air around the filter canister, did you get all of the old gasket #4 out of the groove and replaced it and O-ring #2.
Don't over tighten the filter canister or you can distort the canister. #5 in correct direction?
Make sur canister is seating properly on gasket #4, I know it is a PITA to see around the canister as it is being tightened.

With the pto engaged, carefully wedge a 2x4 or heavier between the pto and drawbar. And see if you can stop the pto. I had an 885 with the same issues as you and the splines were gone in the hub off of the flywheel. Is the tractor any louder in the clutch area, also there was an inspection cover under the clutch housing that I could look up and see the hub was worn out. Without the splines in the hub there is nothing to drive the hyd pump or pto.
 
If the hydraulic oil is milky, the tractor has gone far beyond where the oil should have been changed. It may take more than one to try to get the goo out of all the critical parts inside.
 
This morning I pulled up the filter off, checked both o’rings on the housing of the tractor and on the bolt. Both were fine, filter and screen are fine. Reinstalled making sure o’ring was in its groove. The pto will only turn if you rev the engine, removed the clutch inspection cover and the hub is turning properly. Clutch disk stops when pedal pressed. Hydraulics still barely working. Tried taking a hydraulic hose and plugging into the remote. Put other end into the transmission filler hole, pulled lever and the fluid had a lot of air, did that for off and on for about 10 minutes. Did not get any better. Steering still hard pto not working unless revved. Did notice if the remote lever was deadheaded for a second the pto would start spinning and the lift would raise. I’m thinking maybe pick screen blocked if it has one or internal leak. Service manual ordered. Thanks for the advice so far and if anyone has any other suggestions please let me know.
