Case jx65 PTO

My case jx65 pto will not go into gear. It turns a Bushhog at a certain speed. I was told it hung up in ground speed. Going slow or in neutral it will not turn. The mechanic wants to separate the tractor because the pto bearing is froze up. Does this make sense to anyone?

When my Case 65A was in for warranty work back in the day they gave me a loaner of a jx 75 That was a nice tractor. I did some baling with it but for life of me I can't remember how the pto engaged. It's electric right?
