Chain hoist helsp

I recently got a three ton peerless Harrington hoist to use to pull an engine out of a farm truck. Problem is I cannot see what is missing. It moves up but I cannot find anything to allow me to lower the load. Have been soaking the pulley for weeks trying to get it off to see the mechanicals but am struggling. Anyone familiar with these? Is it worth fixing?

they have a brake in them that all you do is turn it the opposite way with the chain to let it down . At least that is how ours works and it is similar not a Harrington but I think a Yale. Been a lot of years since I've used it since it is to light for most lifting here.
