Have you checked voltage at the coil or key switch if it has a key switch?

Points can look good but still not work. Take the cap, rotor and dust cover off. Turn on the switch and by hand open and close the points. You should both see and here a spark if they are working as they should. No spark means they need cleaned or replaced. As for the starter not sure what you saying but sounds like you may have a bad bendex on it

i will try what yall said and post back . dont have a key switch and been cranking by hand does the battery need to be hooked up to make it run. I thought all the battery did was crank it.

Does it have a magneto or distributor?
If it has a distributor it will need the battery hooked up. If it has a magneto and a wire hooked to the side of it you might want to remove it until you have the tractor running. I have one switch that has to be pulled out to start and another one that has to be pushed in to start.
I have run a battery down more than once having the tractors switch mixed up in my mind. Both switches look alike.

ok i know yall gonna think im stupid but how can i tell the difference between a mag and a distributor? what i got has a voltage reg up by the steering wheel and does not have a exterior coil but appears to have a interior coil. what is stamped on the side is -type fm x4b3 with these below that-2456334. The points have no fire. and it looks like the shaft that the points ride against is wore almost round it dont look nothing like my cubs set up thanks
