Got the ford NAA running after 20 years sitting but I think the gage is broke. Is there any way to determine if the system is charging?

Yes it is easy to see if the charging system is working. You do need a VOM to do so. You start by checking battery voltage when not running. If still 6 volts you should read 6.3 volts give or take a small bit. If 12 volts you should get 12.6 give or take. Then with it running you should get 7 or so volts running or around 13-14 volts if 12 volt running. Those reading will say it is charging.
 
disconnect battery terminals
Remove dust cover clean contacts on voltage regulator ( cut out, voltage regulator coils) use extra fine sand papers ( not Emory cloth.), I manually close contact points and test for continuity thru coils after cleaning point contact With vom probes the regulators wire connections.
polarize it . You can deglaze the generator with fine sandpaper after removing the generator brush dust cover And careful contact the copper commutator while its running .
using volt olm meter test for continuity across contacts of guage , all the wires, little rodent engineering may have redesigned your wires . Check for good grounds.
