I noticed on my 9N that the choke plate has a "half moon" opening along with an opened slit at the bottom so when the choke is closed, air can still get by.
Recently a friend bought an new carb and the choke plate had a half moon shape that was closed off, but spring loaded to open and no slit on bottom. Is my choke plate broken, or is this a new design for the plate?

Sounds like you are missing the flap & spring that retains it.
