Clutch Bearing install question

Outboard roller bearing on my R will just barely go in by hand and I can seat it against the washer that way. Wondering what holds it there. It's not a press fit but it is snug and I don't know if that's enough. Does anyone add any loctite between the outer race and the pulley bore to be sure it doesn't spin or is the friction so low on the rollers and crank that there is never enough torque to ever spin the outer race? There is a bearing retainer that goes in last against the bearing and sandwiches the bearing between it and the big washer. Does that friction pinch and hold the race in place well enough to provide proper retention? I am putting everything in new and want to make sure the outer race doesn't turn in the pully bore.

you better lock tite it or get a good pulley it sould be tinght so you need to drive in with hammer and punch

I got a new Bearing and bearing washer(R251RA). The old washer was flat and the new one is curved. The parts book seems to show the high, convex end of the washer pointed toward the engine and the concave side toward the bearing but I"ve seen in these discussions that some always install them with the high center toward the bearing. Which way is actually correct?
