Clutch problem

I have a 1948 case dc having a problem with the clutch it won’t disengage any body know what the problem could be thanks for your help

It is probably rusted to the flywheel. Based on your earlier post, did you get the tractor split?

But would an oil clutch rust to a flywheel?
Years ago I was running a dc3 1946 model year and a piece on the pressure plate broke and cut the outer edge of the clutch disk off and the clutch would not disengage. The guide piece on the pressure plate got welded and a new clutch disk was installed and is still in use today.
 
Sometimes the disc separates from the backing plate and a piece of the disc slides past the rest of the disc and it won't quit turning even with the lever or pedal released.
