Coats 40 40 help

I just picked up a coats 4040 , it has 2 shoes in the bottom bead breaker . the inner one doesn't seem to do much of anything and the few imachines I went and looked at only have the one big main shoe. does any one know what that second shoe is for? I ask because the upper shoe is missing and if I dont need that small one on the bottom It would work perfect to just weld it on the top. thanks
 
I haven't used a Coats 4040 since 1997 so my memory may be a little fuzzy, but it seems to me that the top, wide shoe was just to push the sidewall of the tire up and the smaller shoe under it followed behind and was the shoe that actually pushed in between the bead and rim to break the bead. I don't think it will work real great without both shoes intact.

I had an idea it was there for a reason. I ended up making a top shoe out of a piece of angle iron instead. hoping to get it back together enough tomorrow to try it out. I have a bunch of bobcat tires and rims I want to try to get dismounted and new ones mounted
