Cockshutt 30 rear wheels

I found a pair of 9 bolt cockshutt 30 rear rims. They are 38 inch diameter. Will a 13.6x38 tire fit on them? Also is it a standard 9 bolt pattern and center hole that could be used on a jd or ih 9 bolt hub?
 
Short answer is the tires will fit.

The 38 diameter matches (measured bead surface to bead surface, not including the outer flanges). Proper fit for a 13,6 would be a 12-inch-wide rim (bead surface measured inside the outer flanges). The 13.6 tires will fit on narrower or wider rims but may look odd as the width affects the sidewall profile when inflated.
 
FIL put 13.6s on his two E3s not long before he passed. I think one has 11 inch rims and looks a little balloony, but they're Armstrongs which ran a bit bigger for the same sizes. It's actually more tire than a 30 would need but it's your choice.
 
I believe the 9 bolt pattern and center hole are pretty standard across the industry. You could look up a new one and see what they say they'll fit.
