Cockshutt 40 starter issues

2 questions about my Cockshutt 40 that I'm having problems getting to run. Which way is the flywheel supposed to rotate (looking from back to front)? The starter gears look like they are designed to rotate clockwise, but the starter spins counterclockwise. Second, the starter bendix is not retracting and releasing, is this related to question 1 or a broken starter? Thanks.
 
Post your question on the Oliver -Cockshutt forum-that is where all the Cockshutt Gurus hang out.Phil or Irv or one othe others can answer your question, I'm sure. I have a 30-35 and a 570 Diesel but no 40.
 
Most North American engines go clockwise, looking
at the front, so the flywheel goes counter-clock
wise. Starter rotation depends on how it's
mounted.
