Compensation spring

I'm not sure if I have a compensation spring on my '51 8n, 12 volt, side mount. Sometimes the throttle will travel on its own, (decrease power) at a time when I'd rather it didn't. It doesn't happen all the time. But sometimes when I'm bush hogging, it will decrease power by itself.
Where should it the spring be located?

I picked one up at an ACE hardware store for $2. I believe that it was their spring #71 or #70 ... cant remember
5 inches long end to end. A spitting match to the original 4.95 inch and it works perfect.
