where does the compinsating spring go and what does it do

It goes from the bottom of the throttle rod to a tab under a bolt on the bell housing. It provides tension on the governor arm.

Without it the governor will try and move the throttle lever towards idle.

Supposed to work against the governor spring to keep the throttle lever where you set it. On my '47 8N, I replaced the throttle lever plate, the ball bearing in the throttle lever & even doubled up the compensating spring & the throttle lever still will not stay past 3/4 throttle. The ball in the lever was installed so it is free to rotate but the throttle plate indentations (or the raised up lumps) are not very deep & it actually works no better now than it did with a flat ball, a rusty flat plate & missing spring. I even have the tension adj. at the bottom of the throttle rod at max. Other than building up the lumps (?) or grinding the indentations deeper, I don't know what else I can try.

Replace the plate new ones are available... As far as the spring I have worked on more tractors that did not have one than did... I don't push for one if they are content without one,,, I have never seen were they were effective anyways...
