Compression Test

After many "deserved" trips to the wood shed about checking the comp on my '51 I took the hood back off and did one. As a refresher this little tractor has been in the barn for four years just sitting. I have done the ing parts replacements and I'm getting good fire. The results of the test were. #1 and #4 are a little over 50psi #2 and #3 are getting 25psi. should I suspect stuck valves at this point or piston ring problems?
 
One that has sat that long I will not even spin the engine over on till I have filled the cylinders with ATF. You probably do not have stuck valves because you would have zero compression if you did. But your rings are most likely sticking and the ATF will do wonders. Fill the cylinders full, put the plugs back in and walk away from it for a week or 2. Pull the plugs and spin it over to clear the ATF out. Oh you will make a mess doing so but I'll almost bet the compression come up to the point that it will in fact run. BTDT many many times

had you done a wet and dry test you'd know if it was rings or valves.. but ditto what old said.. I'd put atf int he cyl's and let set a bit and turn it over later and add more oil.
