Corn Pro trailer

my freind is selling his corn pro trailer 6ton 18' tandem axel low boy, bumper pull. it is 10 years old. the deck is in really good shape he has treated it every year since he bought it new. the paint and over all conditon is very good. he is asking 1200 for it is that a fair? he says that it will need brakes not sure how expensive that will be though. any thoughts are very welcome
