Covington Planter Dropping Shaft

I have a Covington planter in the barn, with the cotton can/hopper, also found this dropping shaft on a shelf but I can't figure out how it gets installed or what it does. Can anyone show me a picture of it installed and explain its purpose?

I found this picture that shows where it goes in relation to the cotton hopper, but what it's supposed to do on the other side of the can where we can't see, I don't know.

Does it work as an agitator to keep the seed from bridging?
