Cub Carb Leaks

I finally managed to assemble my Cub carb with the new kit and adjusted the float height and drop. Now when I blow into the inlet tube with the needle on its seat, I get no flow as I would expect. When I invert the carb the needle drops off its seat and I can blow through it ok.
When I install the carb I get leakage where my inlet tube connects to the fuel line and it looks like the gas is coming out the fuel line fitting and I plan to epoxy around the tube nut to stop that. Maybe the compression fitting is not sealing against the tubing. This makes the gas appear on the top of the carb but it seems a lot goes there.
One thing I do not understand is how I get flow out the mouth of the carb. I would think when you start a dry carb up, gas would first fill the gas well then shut off at the needle when the float reaches the stop point. But I get gas flow right away and when I remove the carb I can blow air out the carb mouth when the needle is off its seat.
I have rebuilt dozens of carbs but this simple carb has been my worst!
 
Gas in the mouth of the carb is either the float bowl needle not seating good enough to stop the gas or the needle seat is not as tight as it should be or th carb has a hair line crack where the needle seat screw into the the carb body
