Cub choke lever

choke lever for 1948 cub will not connect to the rod. I ordered choke lever 111031 is that the incorrect part? There was not a choke lever on the tractor when I got it. The rod it attached to was loose.

That's the right part. The rods take some bending to line up sometimes. They have a tiny cotterpin to retain them in the lever.

The first photo is without the choke lever so that you can see piece the lever connects to has to be in a horizonal position to choke the carburetor. It looks to me like it is impossible to connect the rod to the lever and choke the carburetor by pulling the rod out. Any advise is appreciated.
