what purpose does the adjustment for float drop serve? What difference does it matter if the float bottoms out? The float needle adjustment can easily supply any gas needed I would think. The main adjustment is to the needle shut off particularly during shut off.
Also, is it necessary to replace the seat if a viton needle is used, the brass seat should not be worm I would think. The viton needles would be more likely to get worn or deformed and are prone to sticking.

If the float bowl is to full it can cause flooding. If not full enough it can cause a lean condition which can cause other problems

Generally the float drop stop is to prevent the float from dropping too far when the float bowl is empty and contacting the bowl casting possibly getting stuck or to prevent the needle from dropping far enough out of the seat to get cockeyed and stuck.
