Cub Lowboy with Orange Paint

I am looking for help identifing a tractor. It appears to be a 1959 International lowboy (#11595). Under the red paint it is orange, including the wheels. It also has an hour meter built into the left side of the hood. I was told it originally came from an airport. It has an International belly mower on it, but no drawbar. Is this tractor anything special? Thanks for your help.

Could the "orange" be primer? Otherwise, it might have been painted "safety orange", or to match the rest of the airport's equipment.

My '56 Farmall 400 has an orange primer/base coat and then the red over it.
