If your depth control lever is present, operable, and set in the deepest position and the plow depth isn't hindered by the lifting mechanism, then the potential problems would be 1) ground that is simply too hard to plow or 2) really worn out plow point. I think a lot of these old mounted plows were relegated to the scrap yard for want of a new plow point.
 
dYou can use a disc grinder to grind off the heel of the plow share if that's what's causing the plow point to not suck in. That's what mine was doing and it worked for me. Mine would only suck in about 3". I ground it off so that the cutting edge of the plow share was cutting and now it'll go deep enough to stall the tractor. rw
 
Used to stand on mine a lot. Got pretty good at driving from the plow. Even hydraulics didn't help much. Real bad ground though.
 

the slowness to penetrate to full depth really bugs me on these little plows... So I hang a 150 lb wheel weight on em... Instant penetration... Assuming of course you have it installed correctly with all of the components necessary for it to operate properly.
