This is how we did it on some that weren't chocked full. 3/4 inch sections of PVC water line glued together with a end cap. push it thru the gap and tie a line on it and pull it back. Tie the chain to the line and pull it thru. We winched with a 555JD highlift. GOOD LUCK.

works great till the chain breaks and you get the tire stuck halfway through the culvert. But, I gotta admit, it's a pretty neat trick.
