Cummins b3.3 will not

OK have a Cummins b3.3 head was cracked so put new head on and new injectors in it ran just fine before the repairs but now it will not pickup RPM and runs real ruffe nothing else was changed valves have been set and checked dozens of time injectors have been rechecked timing was not touched compression is 400 +or- 5 motor ran fine till the head and injector change

this is not my first engine repair or rebuild but the first one that want south for something so EZ

Sounds like there's some air in there somewhere.
