cylinder safety valve

I have the lift cover off my 53 jube one more time.
I tried applying air pressure to the hole in the cover where the oil comes up and could not move the piston.
However if I back the cylinder safety valve out you know the one with the check ball under it about 1/8" and apply air pressure about 120psi I can move the lift arms up and down.
Is there supposed to be a washer under the safety valve?
The IT manual doesn't show one.

It seem like the check ball may be hard up against the seat so that no amount of pressure can unseat it.

Parts book shows no washer (#18, 19, 20, 21). If that is really the valve you are speaking of, what you desdribe makes no sense to me, because that is the Ram Cylinder Safety valve which protects ram cyl from over pressure and simply dumps to reservoir at about 2700 PSI (about 700# above operating pressure). ???

Yes that is the valve I am refering to.Although it's not the safety valve it self I am having a problem with other than it may be going in to far so as to put the check ball hard up against the seat.
It's getting pressure past that check ball is where my problem is. Should only take about 115psi.

K, let us see if I have this right.......you feel that the Ram Cyl Safety valve may be screwing in deep enough to seat the ball of the Check Valve (seat # 13) with so much pressure that 115# can not unseat it. Is that a good summary? Do you have gasket #14 in place?

Yes that is exactly what I meant.
I'm having trouble finding gasket #14 from your diagram.
Today I put a washer under that safety valve and put everything back together. Not much better luck.
The lift came up a couple of times only with high rpms from the motor then I shut it off for maybe 2 minuets then nothing.
I checked the flow from the pump with a hose screwed into the plug on the front ,seems to have a good flow.
The unloader valve seems to be working the back pressure valve seems to be working.
One thing I can not understand is if the pump is pumping where the heck is the oil going when it's not going to the cylinder? How can it get back to the resivoir resevor resavor sump without me seeing it.

You seem to have an understanding how this thing works please don't give up on me I appreciate your help.

I thought a fer days ago that the lift was fine, but just bobbed a bit when cold. What has happened since then?
Also, just because you can remove the plug & see flow at atmospheric pressure, doesn't mean that the pump can support flow at elevated pressures. You may need to attach a pressure gauge.
