I have done some research and it looks as if every one of the caps to the energy cells on my D-17 diesel have got what looks like high temp JB Weld under them. All advice seems to be that energy cells are very difficult to get sealed off if you remove them. A new energy cell is $140 and a new plug for an energy cell is $45. Caps are not available new. I removed the cap and the cap and plug have eroded metal, too eroded for lapping. Probably the reason for the JB Weld. I have not removed the energy cell because of the warnings on other posts that say unless you are sure it has failed leave it alone. One guy says put JB Weld back on that cap, let it dry overnight, and run it. It runs good but has the leak around the cap that is pretty prominent. I called an Allis dealer that has been in business for a long time and no one there has been into an D-17 Allis diesel in 25 years. I don't have the newer series 4 tractor. What do all you guys who live and breath Allis orange have to say?
