D sediment bowl problem

My neighbor lady has a 1950 "D" she inherited from her brother. Asked me to help as it only runs a short time and stops. If I take off the sediment bowl the gas runs out full stream, with the bowl on only slow drips. Checked the screen its clean, if you crack the tightness on the bowl a little it runs out good. What am I missing?? Thanks for any suggestions
 
Would you believe that will happen with any tractor if the carb is full of gas. If carb is full of gas the float is up holding the needle closed and then the gas from the tank can not fill the sediment bowl fast because it is full of air and that moves very slow so then the sediment bowl does not fill fast if at all. Pull the drain plug out of the bottom of the carb and if then it does not fill like it should then you have a problem in the carb or a clogged fuel line
 
Thanks for the suggestions. I never had that happen to any of my Tractors, so I was not sure what was the cause. I will check out the suggestions. Thanks
