D17 Distributor Lubrication

The bushings in my Delco Distributor on my D17 are worn. The shaft and bushings appear dry, as if they are not getting lubed. How are they supposed to get lubed? Do they get oiled from the engine oil,or am I supposed to manually lubricate them through the set screw in the side of the housing?
 
That's one bushing in there. No holes, grooves, slots, just one smooth bushing. After it's installed, light oil is filled in the cavity around the bushing through the little plug you mention. It's apparently supposed to work it's way through the bronze as needed. But I would certainly give the shaft some initial lube if you take it apart.
The oil line squirts a little oil on the drive gears.
