This tractor is on it third set of governor weights in th last year. They are aluminum and just implode. Any ideas why this should happen

Any time the governor weights explode, ALL the timing gears are suspect. After all of this, you will need all new timing gears. The gears are worn and in your case damaged. Instead of the governor weights spinning smoothly, your junk gears are running in jerks which destroys the governor weights. The governor gear housing must be doweled to the ear on the block to set proper backlash. Is the dowel pin missing ????

It has the dowel pin. The cam gear has some nicks from the pieces going thru but still looks pretty good. Guess I will ask customer what he wants to do. Are the gears removable without removing the crank and cam ?

Been a long time since I've had to do one. Yes I've done them in chassis. I have a tool I made to pull on the cam gear by removing the pipe plug on the end. With the oil pan off you can remove the oil pump and pull the cam forward 1/2" to get a puller around the gear. Remove front main cap and bearing shells. Heat crank gear and drive on with a piece of pipe.
