David Brown Cav Pump Bracket Bolt

I have a problem with the bracket that holds the throttle cable and fuel shut off cable to the cav pump on David Brown 880. There are three bolts that hold the bracket to the cav pump. I lost the top bolt which is hollow. What is its purpose for being hollow and what is it called so I can buy a new one? Any ideas where I can find a new one?
Any help would be appreciated.
