Diesel 350u Hyd/Steering

I have an older 350 that has a front loader and sometimes the loader will not work unless the steering wheel is turned. A couple points of interest is that sometimes the pressure line from the pump pulsates and the reservoir over fills/pressurizes. Was thinking it may be week springs in the regulator, or relief valves. I have noticed no broken o-rings in this valve block. Any suggestions would be greatfull!
 
I would look to the priority valve first, then the centering of all valves. Make sure the valves are set for the type of cylinder and not 1/2 way (roll pin on the end of the valves, in a sheet metal clip.

The pressure bypass you describe may be what I am talking about. Hydrostatic steering needs pressure, and an open center system must be "open" so the regulation of pressure to steering is key to good steering, if steering affects the other operations, I would look to the regulator. JimN
